No, but you can become addicted to it. I've been on the 25MG version of this drug (Vistaril) for 40 years. If I try to stop taking it, my sleep is profoundly affected. By the 4th day, I will be waking up at 3AM and not be able to go asleep. I am cutting down to 10MG/day, but I don't ever foresee a day when I can be off it for good.
