My penis is 2 inches flaccid and 3.5 when hard.
I'm 5' 7", overweight but not huge. Testicles have dropped slightly and I have pubic hair on my scrotum, penis, and a small patch just above my penis.
No voice crack, acne, barely any armpit hair.

im sure you do not have low Tbut are just a bit of a late bloomer. from the sound of thnigs you have started puberty but are still in the earlier stages. things should continue to develope as you age. as for your penis. how did you measure the length. ? it may be that you measured it a little inaccurate and its a little bigger than you think.
