22.5 years old
5 feet 5.5 inches tall
big feet(10.5-11), longer legs, wide shoulders, BUT short torso. everything grew in proportion except spine and i stopped growing since 18.
5 inch penis erect, 1.5 inch soft, very thin, and foreskin doesn't retract, small balls.
hairy legs, some armpit, and barly any faicial
my dad was a late bloomer and it runs on his side of family.

Anybody had a similar situation, please share. is another growth spurt possible, since my torso is out of proportion.

At 22.5 years old it is unlikely you're going to have another growth spurt.

A 5" erect penis is average for an adult male.  The range is 5 - 5 1/2".  You can stretch your foreskin so it retracts.

You likely will still develop more body hair.  How much though is a matter of genetics.

Have yourself checked out by a doctor.  In particular, have your testosterone levels and growth hormone levels in your bloodstream checked to verify you are in the normal range. Some doctors may not be fully versed on this, so you should probably get this done by a urologist.  You can get testosterone supplements if your measurements are low.  
One sign of a healthy testosterone level at your age is frequent nocturnal erections and wet dreams...

about your foreskin not retracting, that is called phimosis and can be fixed by hot baths and regular stretching, but I reccomend you go to a doctor about it and ask for betnovate which is an ointment that stretches the skin

I'm 22 will be 23 in two months I'm 6'3 and penis has been the same size since as long as I can remember am I late bloomer and will my penis grow?

How big is your penis?

You're probably done growing though. Usually by the early 20's that's it. 5 - 5 1/2" is average. Size doesn't matter either - it really is what you do with it.
