my girlfriend has been having problems with using condoms and usually about 7-10 minutes into intercourse she starts to get a burning sensation. could this be due to lack of lubrication? or something else?

Lack of lubrication can certainly wear things out fast... make it uncomfortable.
She may also have an allergy to laytex or just find unlubricated laytex to be an irritant.
I would recommend making sure that she's highly aroused before attempting penetration...and if that means supplimental waterbased lube, then GREAT! Use it. Just make sure that it's her choice to try these things.
