NO YOU DO NOT have HPV well not on your penis anyways. warts on your feet and hands are still caused by HPV but a different strain than the one which causes genital warts. you are fine so theres no need to worry.
check out fordyce's Spots and see if thats what looks like whats on your penis and scrotum.
