You are almost at stage 3 and the average seems to be about 14 when that stage is hit.
The feeling you get now when it happens with pre or dry is what to expect it may be a bit more intense but with pre or dry it can give you that feeling you described.
You could maybe search it to find out more but you have already experienced it by the sound of things.
Soon enough when your body is ready it will happen and even it is the wet dream you will know that you reached the point where you are able to achieve it.
It is called a wet dream but not like wetting the bed kinda deal a search could tell you what to expect as well.

I would like to let my first be a wet dream, but then I think,that it might take 2-3+ weeks after I start making semen. Do you start making sperm before semen? My testicles are pretty low (it amuses me to swing them back and forth by swinging my hips)

Although sometimes used in error as interchangeable terms, the words sperm and semen refer to distinctly different, yet related, objects. The primary difference between sperm and semen is that sperm are the actual sex cells, whereas semen is the fluid in which the sperm are located. Both of these are necessary for the successful reproduction of human beings.
So the two will be produced together when it happens for you.

Precum is a clear subatanse that is very slick and is produced by the male body and excreated through the penis when sexually arroused and used as a lubebricant for sex. It clears the uthra tube of high PH levels left by urine and has a sweet taste. You cannot see "sperm" you see a protective fluid once again produced by the male body in the prostate gland of a man that protects the sperm once it has been ejacelated. It has a creamy look and and is mostly white but can vary in color to a yellowish color depending on the man. Additionally, you cannot feel precum leaking out. Thank you again for that answer! But I don't know why my mind is so focused on it. I know I am normal, but something else is wrong. Maybe because I think I am not enjoying it to full extent? I just wish it would happen so my mind would rest! I mean I cannot do anything/go anywhere w/o thinking about it. Excellent replies Mike I agree with everything that you say!!!! I was a late bloomer and I can tell you I was always thinking about puberty and how I felt like everybody else is farther along than me I was always wondering you know, who has underarm hair who has pubic hair who has more than me it's very normal to feel that way. like Mike said you're actually developing a little early for your age and should be very very thankful. I did not start getting pubic hair until seventh grade. I did not get underarm hair until I was a junior in high school! My voice Didn't lower until I was a sophomore and I was a sophomore before I was able to ejaculate. So I definitely know your frustration but you are actually right on track is not a little early. the tanner stages are just in general categories as everybody develops a different rates and sometimes they may get more underarm hair before they get pubic hair. Or they may get more pubic hair before their voice it's lower but the tanner stages are average guidelines so don't get too obsessed with them. But they are a very useful tool. You not have to have a wet dream before you can ejaculate. If you masturbate regularly chances are you will ejaculate my masturbating before you have a wet dream your mind is developing and changing which is why you feel emotional and why you get sad about things like Mike said you may also want to look a little deeper and see if there's other issues making you upset. For a lot of people it just dribbles out and it is normally clear or very very light white when a boy is first able to ejaculate and then It gets more white as the person develops. I just thought for about 5 minutes and can't seem to find anything else that is making me upset. What bothers me is that I don't know when I will ejaculate, and that if I go to school in this condition, my grades will fail. And school starts in 37 days.I don't see why people care if it shoots out or not. Honestly, I would rather it just flow out (for what reason I don't know).
