Shes probably just comfortable with the current situation, if she doesnt want to see / touch you when your naked ect shes not ready. I imagine shes similar age to you. Your both very very young.

What exactly do you want from your relationship? to be girl friend and boy friend? to have sex? I wouldnt rush it, your too young to have sex just enjoy the time you have to be care free and be a teen, one day you'll grow up and wish you could have your care free years again.
