It sounds like spots that got chafed by the rubbing sort of like road rash o.O of the penis. Did you use something that irritated it? Using something soapy and rubbing it in can cause it. Dry rubbing too hard or too long can do it. Using something for a lube that isn't really a lube can do it.
If you are circumcised your glans is usually pretty well toughened up so you would have to be quite rough on it. If you are not, and you pulled the foreskin back so you could work on the bare glans it's quite easy to chafe it.
