i recently have only just pulled back my foreskin showing my penis head and I can do this pretty easily but when the foreskin goes over the penis head it rolls by it and creates a swelling looking structure but when I push it back ( doesn't do it when it push it ) I have to pull it back and around my penis head is a lot of dots that doesn't come off when I wash it with shower gel

The small white head spots you talk about are normal and most guys get them when going through puberty as long as you keep the penis head clean your find they will go in time.
