Hi i am 17 year's of age,

i currently feel like my foreskin is to long, it was tight at first but is very easily retractable now while flaccid, once erect is were it gets difficult it is still a little tiny but hardly tight anymore and i can retract it behind the head of my penis i still feel this is a issue because when i try masturbate with it back it just roll's over the head of my penis i don't believe this is normal, even as a uncircumcised male your foreskin is suppose to roll back right? and my foreskin doesn't stretch out of my penis and it just sits all folded up behind the head and makes it to hard 2 masturbate like this i was wondering weather i should consult a doctor or not?

Your description is a little confusing.
1) "masturbate with it back, it rolls over the head" That's the way most guys masturbate --- rolling it back and forth over the head.

2) "foreskin is suppose to roll back right?" That's what you just said it does do.

3) "sits all folded up behind the head" But you just said it rolls over the head when you masturbate.

The first part of your statement sounds like you are upset because it rolls back over the glans but the last part sounds like you are upset because it doesn't.

If you want it to stay back when you masturbate so you can rub your bare glans you have to hold it back with one hand while you slide the other hand over your bare glans. Is that what you want to do?

I think jason13-13106326 is quite clearly saying that the excess of foreskin makes it uncomfortable for the foreskin to remain behind the head. It "sits all folded up" too tightly, and when released returns to it's original position, rolling back "over the head".

The eloquent and positive information provided by Roland23294611 is correct, however if you experience discomfort, like you say, It is possible to have this surgically corrected without having a full circumcision. The procedure is called a "Frenuloplasty" or "Frenulectomy" and it re-sutures (realigns and lengthens) the frenulum of the penis, the tight "elastic band" like stretch of skin just below the tip of the penis, which in some men can be painfully tight. I underwent this procedure myself three and a half weeks ago. It is quick and painless and fully healed just recently. It leaves the patient with a fully retractable foreskin with no discomfort and in many cases, including mine, an increased level of sensation.

Additionally If you have UK citizenship the Frenuloplasty procedure is available for free through the NHS, just visit your GP and explain your discomfort.

In order to avoid you having unnecessary surgery they may initially recommend a steroid ointment which loosens the skin, and in some less severe cases may fully reduce the discomfort. This also strengthens the likely-hood of a surgeon accepting your referral as it shows the severity of your condition in the case that the ointment proves insufficient. In this case your GP will refer you to your nearest Urology department for Frenuloplasty surgery.

In the US and actually any privatised healthcare establishment globally, medical professionals are less likely to recommend the steroid ointment to a potential patient as an alternative to surgery, especially in cases of severe discomfort, as there is generally less strain on privatised medical services and the patient or their insurance company will be incurring the cost of the surgery, not the government funding ;)

If your level of discomfort is not too severe I would recommend enquiring about using steroid ointment yourself as an alternative to surgery during your initial consultation if this is not raised by the medical professional.

In the US the procedure will cost at least $1000 using local anaesthetic injected into the penis. The price is higher for general anaesthetic administered via cannula. Depending on various factors including where in the US you live and whether the procedure is done in a hospital or doctors office the price can vary between $1300 - $2000 but should be no higher.
