The procedure is called a "Frenuloplasty" or "Frenulectomy" and it re-sutures (realigns and lengthens) the frenulum of the penis, the tight "elastic band" like stretch of skin just below the tip of the penis, which in some men can be painfully tight. I underwent this procedure myself three and a half weeks ago. It is quick and painless and fully healed just recently.
