Basically im 17 i have quite a long foreskin which i can retract back over my penis head, when erect and flaccid. However it won't stay like that in either case, it rolls back over the head. It doesn't hurt to retract the foreskin in either case so is this ok or do i have a problem?

Many long foreskins won't stay back. This is normal. Mine is that way. I don't find it to be problem.
Actually, it is rather desirable because the foreskin always protects the head.

When I pull my long foreskin back all of the way, I get folds of foreskin at the base of my penis. When I let go, the folds unfold and my foreskin slides/rolls forward it its normal position. It has never bothered me.
I don't see that you have a problem.
