Hi John,

Yes, you are in puberty - pubic hair is one sign.

Chest hair and armpit hair come later on.

You can masturbate any way you like.  Ideally it will help you learn to control your ejaculations so you don't have premature ejaculations when you have sex.  There is no one way to masturbate.  Do what makes you feel good.  Many guys just rub their penis.
