It's not uncommon to have a skin bridge until after age 16 or so. Normal erections and masturbation should help it separate.
Don't try to cut or pull it apart forcefully. It will bleed heavily and can leave a scar.
Your penis can grow into your early 20's. Don't compare yourself to others.
