It sounds like a skin bridge and they are normal until 16 or so. They usually separate by themselves with just normal erections and masturbation.
Work on stretching your foreskin. That should help.
Don't try to pull it forcefully. It may leave a scar.
See a urologist or your doctor if it doesn't resolve.
