Hi, I live in England and there is no age restriction here for buying condoms, you get them here in drug stores, our stores that are equivalent to your dollar stores, many grocery stores and even in rest rooms in some shops from machines.
As Lizzardqueen said your school health counselor should have them and they would be free from them. :-)
