Your erect size is what is considered average for a boy 11 or 12 according to information on a chart posted on the site also the chart gives the erect size for 17 which is 5.3 to 6.3 inches.
The flaccid and erect size can vary a great deal among guys the same age because of things like starting puberty early or late being overweight can make the penis appear to be much smaller.
Your size is considerably smaller than what is considered average for your age but you still have time to grow it sounds like you were late starting puberty and they say your penis can grow into your early twenties. Hopefully all you need is more time to grow and develop.
Some guys just have a smaller penis but hopefully as you continue to grow and develop your penis grows as well.
