Since you have thick pubic hair and have had it for a couple of years your puberty is not late.

Sounds like you are developing just as you should be, everyone grows and develops at different rates and times and how long it takes or what the end result will be is hard to predict.

Lifting weights is okay as long as you stay within your limits and don’t overdo it and pull something or strain yourself.

If you look up the Tanner puberty scale you can take the quiz and it will give you an idea of what stage of puberty you are in and confirm you are developing normally.
