You have definitely started puberty and it sounds like you are developing just the way you should be.
Your size is normal and just fine for your age there will be guys the same age much larger just as there will be boys much smaller penises come in all sizes as people do.
If you search the Tanner puberty scale and do the quiz it can tell you what stage you’re at.

Your Welcome glad to help stage 3 is great for your age there will be some guys the same age that are further along than you but there will also be many guys that are your age that have not even started puberty.
Everyone grows and develops at different rates and times and some guys can be much taller or much shorter.
Penis size can range from less than an inch for some guys while some guys the same age are very large around 5 or 6 inches.
