To me it sounds more like some kind of irritation or reaction to something than an STD. I have never heard of red bumps that appear after sex or masturbation, bumps that come and go being transmitted by sex or skin to skin contact and I have been reading a lot about STDs.
Are you using some kind of lubrication or anything that your penile skin could be reacting? Does your wife have any symptoms? If it bothers you so much, I would suggest you saw a dermatologist once the bumps are out. It doesn’t sound like and STD to me.

Don't masterbate for a while it usually happens to teena and it should go away if u clean it properly and often no more the 3 times a day ok don't over do it and don't have sex for a while that's how I got it lol
