As well as it seems scary and strange, it is not uncommon at all that genitalia in babies (and especially the girls) have some strange features, such as almost menstrual type bleeding. Newborn babies, especially only 17 days old ones, don't look like we used to see them in the movies, I guess that's what all parents learn first and even though it's definitely understandable that you get frightened by mucus discharge, there is an explanation as to why this happens. Baby girls experience this more often than boys, simply because their genital organs are, even after the birth, under influence under mother's hormones. It takes some time for baby's body to get rid off all the hormones like estrogen that cause spotting or discharge in older girls too. So, this is something that happens, but if it continues for longer period of time, definitely consult a nurse or pediatrician.
