I had the same problem. My brother and cousin had foreskins tight enough to stay in either position, but mine was like yours.
I tried many novel ideas, and have lkearned of others on the internet. A couplke of rubber bands looped together to make a figure 8 are helpful. One rides around the penis, just behind the head, and the other around the scrotum, to keep the foreskin pulled back. Sometimes you can use just one wide rubber band of the right size, around the scrotum above the testicles; pull as much scrotum downward through the band, to keep backward pressure on the foreskin. Those elastic things that girls use for ponytails are useful too. Eventually, the errant foreskin submits, especially when kept pulled back radically so that the penis head is flared out and becomes fatter.
Don't give up.

I can't keep my foreskin retracted either, however, I don't find this to be a problem.

There is product called "stealth innerwear" that will keep your foreskin retracted.

But be careful that you don't get paraphimosis from permanent retraction.

As long as you can retract your foreskin without pain and it does not actively “stick” behind the head of the penis (which could cut off the circulation to the head) you are probably OK. As you become sexually active and mature more, the skin will lose some of its elasticity and will be less likely to spring immediately back into place. If it causes pain during intercourse, then this is another matter and should be checked by a doctor. In the meantime, you can keep the foreskin, as well as the glans and shaft of the penis, as healthy and resilient as possible by applying a penis health crème (health professionals recommend Man1 Man Oil) that contains penis-specific nutrients to condition the penile skin.

Hi Penisboy123:

You are blessed with a nerve-filled, highly erogenous full-length foreskin. Many unforeskinned guys would envy your nerve-laden, erogenous foreskin even though it does not automatically retract. You display great wisdom in wanting to avoid circumcision.

The foreskin is an asset and highly beneficial. A full-length foreskin is more of an asset and more beneficial than a short foreskin. Moreover, the ancient Greeks considered a long, tapering foreskin to be a sign of male beauty. The long tip is called the akroposthion.

There is a lot of mis-information about foreskin retraction. Do not depend on what you see in p*rn videos. The extent to which the head of the erect penis is visible depends on the length of the foreskin.

Long full-length foreskins will not auto-retract on erection. Only inadequate short foreskins will auto-retract. For your skin to go back, the foreskin has to be wide enough to retract over the head.

If your foreskin is wide enough, it will retract if it is shorter than the erect penis. If it is longer, then it will never retract by itself but may be pushed back, however, it may not stay back. Many full-length foreskins glide forward again when released.

When a full-length foreskin is manually retracted, it gathers in folds at the base of the penis. The folds want to unfold and push the foreskin forward back to its normal position. A full-length foreskin is likely to slide/roll forward to recover and protect the glans penis when it is released. Some men simply cannot keep the foreskin retracted. This is not considered to be a problem.

The full-length foreskin provides superior protection to the head of the penis and keeps it soft, smooth, and sensitive.

The full-length foreskin may improve the sexual experience because of its superior gliding action. The full-length foreskin also may have more pleasure nerves.
