Puberty progresses at different rates for everyone. You are maturing, that is obvious from your description.
Who diagnosed you with gynecomastia? Some enlargement of breasts can occur during puberty and it usually, not always, goes away.
I know it's hard but don't let size bother you. You are still growing. Give it some time.
