penis head has red rash and small red bumps. is it balanitis or something else?

I started to do some research on this and the one that most fits my problem is Balanitis. I am uncircumcised and when I was younger, my penis swelled up and had some nasty sh*t in it. I cleaned it all up and haven't had that problem since, but my penis head is red. If I squeeze my penis shaft, I can see little red bumps on the penis head. The rash and bumps do not hurt, itch, ooze or anything else. Honestly, other than visual signs, I wouldn't even know they were there. I just want the redness and bumps to go away.

You guys are smart, so I assume you'll know what I am trying to say when I describe these symptoms. If I didn't make it all that clear, I'll post some pictures tomorrow to show what I am talking about.
