Hi,
The last couple of times I have had sex with my boyfriend, we have had to stop at least twice, so he can re-lube the condom, because it dries out. We also make sure that I have lube. But it never fails-- the condom always dries up!
It gets frustrating because he gets frustrated, and he'll go limp, and I have to finish him off orally. What is going on?? We want to enjoy having sex!
We are using a store brand lubrication, not a name brand, can that have something to do with it??

Taking a birth control that is high in progesteron can sometimes lower lubrication and libido. If you are taking birth control make sure it is higher in estrogen.

If you are using lube, make sure that it's compatible with the condom. This usually means a waterbased lube.
You'll find that even water based lubes tend to thicken and dry out, when exposed to air or a breeze. Where are you doing the deed? Outdoors? In the desert? In Utah? In areas of low humidity? That could be part of the problem.
Second, how long are you doing it? Hours on end? You'll need more....
Third, when you say he relubes the condom, are you talking about inside, where his penis is, or outside where it rubs you? Usually, the condom stays nice and close to the head or shaft, and the rubbing is outside. To take one off, or partially, to relube inside, well that's inviting a failure to let sperms or pre-cum with sperms loose.
If it's outside, yes, keep a pump bottle of your favorite lube handy.
Let us know how this works out for you. Levels of natural lube tend not to last long when you're not into it, worried about discovery, about pregnancy, etc. The more relaxed and into it, the easier it is to lube and come.
Good luck.!
