it is balantis....
and you can get anti-fungal cream to help it out but if you're too embarrassed or whatever....
shower, wash and dry well......
get hydrocortisone and polysporin (or Neosporin I guess depending on where you are.....)
then put a dab of each on your thumb and rub it all over...
two days and its gone...
little bit of topical antibiotic mixed with minor steroid cream seems to work wonders.

Guys i've had the same issue after having rough sex and i went to the doctor within the next 2 days..my doc told me it might be blood vessels in my penis which might be bursted but they harmless..he explained a similar process which takes place on the skin..when a person rips their tiny muscle, red dots appear on their skin so the same way works for a penile tip. im gonna agree with him to make myself happy and to keep having tough rough sex..lol

Got your problem & most probably whoever is having this problem, i think it is fungal infection which may be due to bad sanitary habits or moist area in pubic region.
You should contact any of the dermatologist who, most probably will be prescribing you a kit for both partners containing anti fungal & antibiotic or may be anti fungal drug like fluconazole

Guys, no need to worry. All it is, is a bacterial infection on the surface of the gland. This is why you watch your hands BEFORE urination and clean under the foreskin often. Soap and water (while you shower, soap thats easy on skin... it is a gland!) twice a day and lots of water will clear it up. If you start getting puss and its been longer than a week, ask your doctor and he/she will prescribe a creme.
It's NOT an STI and its NOT HPV or herpes.
