I don't think it would be harmful if done with clean hands and on dry land (not underwater. I'm just not sure if it would be comfortable because if you have symptoms,.......well, I usually pee after masturbation and peeing with UTI hurts, so,.......

Well I must say that you are very optimistic. I had too often problems with urinary tract infections and during that period I don’t even think about having sex and masturbation is the last thing on my mind.
What type of treatment you are following? Maybe your symptoms are not that excessive as mine are always and since you are a lot younger I can’t relate to your sexual needs.
Like our friend up here said, just be careful to do it with your hands clean (you can clean them with some medical alcohol or even tonic for cleaning face can be good) and avoid water while masturbating because this can only worsen your symptoms.
