I just found a small bump near one of my testicles saw a doctor and he sais its nothing, but i not sure, but it stared to bleed today does anyone have any advice???????????
the bump only can be felt when you touch it and its inside not coming up?

You observed a bump on your testicle?
You consulted a doctor, and he said it was nothing.
But today, you say that it started to bleed? How do you know, if it was inside the scrotum? Is your scrotum discolored like a bruise? It would be if it was large bleeding inside. And this would DEFINITELY be a sign that you need to go get checked at an emergency room now.
However, if you're saying that the bump is on the scrotum, and he said that it was nothing, I'd be inclined to agree with the doctor. Afterall, he has examined you...I have not.
The fact that it has started bleeding concerns me. Did you handle it? Squeeze it? Did you cause the bleeding? Or did it start all on its own?
I should think that perhaps this is an insect bite, that may have come to a head, and then ruptured...causing it to bleed. There must be something that has drawn your attention to it.
You don't tell us your age, or if this has happened before, or what you were doing when you noticed it.
All this would be of interest to any doctor.
I would recommend going for a second opinion. If you can get into see a urologist, go to one, but in the USA, you usually MUST be referred by another family doctor or general praticoneer to have the visit to the UR covered by insurance.
