I am 19 and I seem to be getting strange tissue also. I have been getting it for about 2 years oddly.
The tissue is soft and is quite a pale pink/red in colour.
Some people say its because of The Pill but I have never been on the pill and i HIGHLY doubt your sister is either.
I too would like to know what this tissue is and it is normal for it to happen for some females as for some it doesnt.

I too have been having issues with tissue like substances coming out with blood clots. I'm on the pill but I'm not sure what it's from.
