OK.
Yes, you can have sex without retracting a foreskin.
You'll want to be able to clean under the foreskin, just as you do daily right now.
A circumsized penis does not need to retract anything, because by definition, the foreskin has been surgically removed. Therefore, the head or glans is ALWAYS exposed.
A tight foreskin can be treated in any number of ways.
You could have a circumcision, but there are a growing number of protests against this.
You could stretch the foreskin over time and make it easier to retract.
You could see a doctor and ask for a dorsal slit, which is a small nick in the foreskin on the under side to allow more room and allow it to retract and move more easily. Healing time is under two weeks, with proper care and no sex. This is becoming more and more popular among men.
In any case, I'd make an appointment with my doctor and after an exam, try to determine what option is best for you.
Good luck.

I had the same problem, and it was really unconfortable to live with especially knowing that sexual contact would hurt rather than pleasure. I went to glansie.com and ordered their product, its really simple, just something to stretch the foreskin. I will tell you that even though this will help, it will take a long time and you will have to go through a good amt of pain to fix this, but after a few months of stretching it daily and trying to retract as far as possible, you'll be fine
the product is kind of expensive, but it helps in stretching the foreskin, since its hard to grip and seperate
good luck!
