Wood molding that goes around the top of a wall where it ties into the ceiling. Looks like chair rail usually.

In some rooms in the upper story of our 1907 house, we have the original picture-hanging moulding. With plaster walls, this is wonderful. You put a hook in the moulding and suspend the frame. Most of the woodwork has been ::grrrrrr:: stripped out of the house, so we'll be investing in some. Expense varies upon the detail and the materials used.

Another use is to hide flaws or inconsistencies in the wall-to-ceiling area. We have lots of those "features."

The MDF stuff (the fake wood) or what ever it's called is not that expensive. That's what I'm going to use around my living room when I get some time to put it up.
