why do I need both Amlodipine and Hydrochlorothiazide for high blood pressure?

Most likely because one isn't doing enough.

I'm on Metoprolol and hctz. The hctz also reduces the ankle swelling which on me is caused by the removal of a vein from my leg to use it in my chest/heart.
