Ok... I have no facial or underarm hair, but I do have quite a lot of thin black hairs at the base of my penis. My testicles have definitely enlarged and "dropped" but my penis is about 3cm non-erect. I am not sure if it has grown in the slightest. I am about 5"2. My voice has deepened slightly but it started off being higher than a normal girl and is now about the pitch of a normal girls. This is the problem: People make fun of me all of the time for my voice and I just want it to break and change more than anything. It squeaks and goes up sometimes. When will my voice break? When will everything else happen? And Have I started puberty yet? How far in? :-)

You are in puberty. You have pubic hairs and that is a sign.
Everyone develops differently so have patience. It does sound as if you are in the early stages but you should shortly get your growth spurt and then things tend to change rapidly.
Don't compare yourself to others. You are you - and you are absolutely NORMAL.
