hi, first of all you say you haven't hit puberty then you say that you have pubic hair so yes you have started puberty. Puberty isn't something that happens over night, its not like you in to sleep at night prepuberty and wake the next morning fully developed, some people start puberty at a young age some don't start until there way into there teens, some show signs quick some show signs slowly. Look at your parents if there both short then that's probably what height your turn out to be and the same if both are tall. I'm not sure what you mean by your testicles are only 3cm tall though!? Just be patient and all will happen in good time and when its ready :-)
It is hard not to worry when you feel you are behind in your development but from what you have said you have most definitely started puberty it may just be pubic hair growth but it is a clear indication that you are in the early stages of puberty.
The growth spurt, armpit hair and the voice change will all happen soon enough. Everyone grows and develops at different rates and times and it is hard to predict how long the process takes and what the end result will be.
You have several years of growth ahead and all the changes you are hoping for will happen.
So you will definitely get more hair, your voice will change, you will also get taller and your penis will grow as well so try not to worry you are on your way.
There are probably some of your friends that are further along in their development than you are but there are also some that are not developed as much as you are.
Try to keep in mind that as people come in all sizes the same is true about the penis and your size and height is probably pretty close to being what is considered average for someone your age and in the early stages of puberty.
So try not worry you are developing just as you should be for the most part you may be a bit behind some but all it takes is some time and the changes you are hoping for will happen.
