I've been 14 for around 5 months now. I've been in puberty since the age of 11. According to the Tanner Stage Calculator i'm in stage 4. I have had my growth spurt and i'm 5'6. However i'm still growing in height very slowly. I weigh about 98lbs (7 stone). My voice has already broken though it's constantly cracking. I have some long hairs on my scrotum and a bush of hairs above my penis. They are slowly spreading to my thighs. I have a little bit of butt hair. I have barely any arm hair but fairly hairy legs. No one in my family has had a lot of belly/chest hair. I have a few strands of hair in my armpits and a few little hairs under above my lip. I can ejaculate semen and my testicles are the size of grapes.My girth is 4.9" when erect. When fully erect i'm 3.5" and when soft 2.3". My penis hasn't changed in size since i was 11-12.

It sounds like you are developing just as you should be.
Most likely you just need more time to grow and develop your penis can grow until your around 20 so you have lots of time for your size to change.
The average for your age is around 3 to 4 inches so your your size is fine there will be guys the same age much bigger as well as smaller than you are but puberty can seem to stall out for a time where not much happens.
It sounds like everything is normal you just need more time for growth to take place.
