So i am 15 years old, in one month 16, i have grown a mustache, armpit hair, lot of pubic hair, am pretty tall, i do look pretty young, but my penis still looks like a babies one when flaccid, when erect, about 12,5cm. Also my testicles have not dropped any noticeable amount or none. Can i just ask, will my penis and testicles stay like this, or might they grow?

Your testicles did drop at birth. It's just a saying. You can feel both of them, right? If not you have more serious concerns than your penis length.
You are normal. Your genitals can grow into your early 20's.
