It is true if the "cum" has already fully dried the likely hood of you having viable sperm on your hand is slim to none. You are still young and you even said it yourself you have very irregular cycles don't stress it will only prolong your cycle even more

As long as the semen was not ejaculated on or into your vagina, you should be safe. If the semen was wet when you put your fingers in then there is a SLIGHT/ TINY POSSIBILITY. But your period can also become irratic and even missed periods because stress, lack of nutrients, changing cycles, eating disorders, and sudden weight loss or gain.
Just take a home pregnancy test, and no matter what it says take another one 3-5 days later, as soon as you wake up in the morning. If it says positive twice, remember stay calm and go to the health department/free clinic and do a blood pregnancy test. They can not tell your parents if you don't want them too. I was 15 when I got pregnant. It is possible, and on the slight chance you are, there are options out there, other than abortion (sorry I had to say it because I'm a mother of a wonderful 2 year old, and now I am greatful I chose to keep him)
