As best I can tell, you can sell drug paraphernalia but you cannot actually sell the drugs, although it does depend on your state. I know that 'head shops' are legal in New York but they are not legal in Massachusetts. Which state do you live in? Also, is this for tobacco use? If it is, then I don't think that it would be illegal one way or the other anyway. If it is for cannabis, I think that you could expect to have it stopped at customs. I'm not entirely sure myself.
