So, it was the classic 'fooling around' scenario... started out in a chlorinated pool. I can only assume he was 'precumming'. We moved to the bed... (post this huge amount of contact with water) and once again his head was not quite inside but certainly against me. There was definately precum. I'm about 11 days into my cycle (assuming the 1st day was the beginning of my period) and about 5-6 days after the end of my period... The internet is obviously not the most accurate source because I have viewed at least two different 'reliable' websites who have stated two different ideas of a woman's 'most fertile time'. My bf didn't seem at all concerned about the precum (he is the sexually experienced of the two of us). When we stopped folling around and went out to dinner I wasn't wearing underwear and I was leaking a lot of 'misty' (clear with tinges of white) fluid... a lot. I think the excessive liquid came from the huge amount of contact with the water... obviously since I was sexually aroused more water entered me than would normally. I know part of it was my own wetness, part of it was the pool water, but I fear it might also have been some of his precum. Though he never entered me and both of our genetalia were clean, I can't help but wonder if I put myself at high risk for pregnancy... we are both advocates of safe sex and would never consider actually penetrating without a condom on.
I know regardless of whether or not I may be pregnant I will ask him to put a condom on before any foreplay where we might come into contact in such a manner... just to make sure I'm not overcome with these nerves again.

a woman is usually most fertile 12-14 days after the start of her period assuming your cycle is regular.

In my experience, your bf wasn't "at all concerned" because he was probably doing his best to get off without causing you any alarm. In the heat of the moment, guys are NOT the most reliable in terms of concern. I'm a guy -- I know what I'm talking about.
Anyway, at that point, he was thinking with his "head" and not his brain (IMO). Don't trust his "sexually experienced" mind because he obviously doesn't know or doesn't care.
You can get pregnant from this type of contact, although it is less likely than with penetration.
My advice: Remain abstinent (as in NO sexual contact) until you're married. Then, you won't need to worry about the emotional or physical consequences of becoming pregnant out of wedlock. Also, monogamy will keep you both from the very real chances of STDs.

or you could come and join the real world with the rest of us and use profilactics and even consider taking birth control pills, it's not for everyone but some people find it perfect, this way you can enjoy sex with your bf without having to worry about broken condoms etc,

My boyfriend and I of 2 years have been sexually active for most of that time. We are monogamous and I started taking the pill halfway through our relationship. Before that, we had trouble with condoms (and although this isn't the smartest idea ever) relied only on the withdrawal method. It is definitely possible to get pregnant from precum, but for Six months I never did and we had outright sex. I could just be lucky, but my advice to you is to relax, and don't worry about it until you've missed your period. I was stressed one month because I was worried I was pregnant and it actually delayed my period when I was not. I'm sure you will be fine, but I would have to agree with you when you said you should insist on a condom, even during foreplay. The pill really is great though - VERY reliable - and you might look into that as well.
