The only way it could be a problem is if you have phimosis.  Phimosis is basically a really tight foreskin that can be painful when retracted.  Test yours out and see if it retracts easily.  If not, start using a penis health creme that contains Vitamin E and shea butter.  These two ingredients will hydrate your skin down there and evenutally loosen it up enough that it will retract fully without any pain.  Hope this helps.
