I doubt that you will be able to heal your frenulum to the extent that it will be "just like new". More likely, it will heal and retain the rip or injury that it has sustained. I would go see your doctor and have him give you an opinion. It's the best way to determine what to do.
As for the slight crooked nature of your penis, there's nothing to be done.
Most men have a slight bend to the penis, or it hangs favoring one side or another. There is no such thing as a perfect penis.
Now, that being said, if your penis has a right-angle bend... that is, an extreme bend when erect, you'll want to consult a specialist. This type of an extreme angle might indicate a blockage inside the "blood balloons" that inflate and cause the penis to become firm. This can complicate sexual intercourse in later years and must be dealt with by the medical profession. There is NOTHING you can do to treat this yourself.
Do not fall prey to sham sales pitches of creams, lotions, treatments, pills or herbs that claim to treat this or any other penile condition. They won't work. They only prey upon your fears and insecurities to separate you from your money.
Hope this helps.
You'll want to be talking with your doc about these issues, OK? 8)
