if a 21 year old girl still doesnt have menstruation, is it advisable to take a little dose of estrogen pills? what are the effects of taking such?

Yes, especially if puberty hasn't already began or if it's sparse. I'm now 20, I found out when I was 15 that I didn't have ovaries, but did have a uterus(after like a million tests). I found out that I would be taking estrogen for the rest of my life and I wouldn't be able to have my own children. Since then, I've been undergoing estrogen replacement, so far so good. It's better for doctors to find out these things when your younger because the therapy is more effective.
