l am 14 years old at the moment and am having some worries with my foreskin.
l can retract it when it is not erect but when it is erect only about 1/3.
Is this normal or is circumsision needed?

Even if something was wrong, a circumcision is not the only possible treatment to take care of foreskin problems. There are many other possible treatments to take care of your problem.
Ok, you can’t retract it when it is erect but does it hurt you during masturbation? DO you have any additional problems associated with this inability to retract your penis all the way? Or is it just the thing that you can’t retract it what annoys you?
I know there are guys who also can’t retract their penises more than just a little bit behind their glans but have no other problems with it during sex or masturbation. Their foreskin is also retractable while the penis is in flaccid state and I suppose that is how they manage to clean the area under the foreskin, which is very important to be cleaned, so that smegma wouldn’t build up and make a perfect environment for the bacteria and fungus.
Although most of the guys have their foreskin retractable by the age of 14, there are also guys who can’t retract it all the way until they are 18.
