Genital warts are spread by skin to skin contact and most commonly when the warts are present and visible. SO, if there were no visible signs, transmission is not likely to occur.
When it is not active, the virus is hidden in the spine and shouldn’t be passed onto anyone else. Some sources claim that transmission is possible when the warts are not present but this would rarely occur.
