Horner’s Syndrome after neck surgery. Eye doctor fixed that but 4 years later, symptoms reoccurred

Hi, had neck surgery 2/14, after surgery got Horners Syndrome, doc hit nerve, waited 6 months and eye doc fixed both my eyelids to match, now almost 4 yrs later my same eye has pressure on it, waters on the side and my eyelid is heavy again, I’m so depressed, I don’t understand why it’s happening again when my eyelid was cut and raised?
