I'm 15, but my penis hasn't grown. Why is this, and is it going to happen anytime soon?

I'm 15 almost 16, I have very little armpit hair, I have started to noticing more and more body hair. I also have a good amount of pubic hair but my penis hasn't grown yet. I produce sperm but my penis just hasn't grown. Why is this.
