I'm 13 and I'm done with puberty but I'm small down there. I'm probably only 4.3 inches erect. I feel weird becuase I'm through puberty and that still hasn't grown. I don't know if it's normal?

Despite what people say puberty is not a time period. It is when you become capable of reproduction, that's it.
You are NOT done developing. Your penis can grow into your early 20's. Many males are still getting "hairy" into their mid 20's. It's all NORMAL.
