I'm shorter and weigh less than average. Is that because my puberty is slower?

I'll explain the problem: i'm 14 1/4

I have around 5-8 peubic hairs on each side of my penis.

I ejaculate 50 % of the time i masturbate and it's this thin see through stuff and only a small squirt then nothing.

I have a tiny bit of leg hair, and some arm hair, but no pit hair, and i have a couple hairs on my lip but hard to see.

My biggest reason right now is the fact that i am 5 inches shorter than the average height for my age, and I weigh 8 pounds less than i should, is this the reason why i'm "slower" ??
