Unless these spots you are having becoming irritated, start to itch, or become a source of pain whilst your masturbate, it shouldn't be anything for you to worry about.

I am 14 and I also masturbate. I have made it an effort to quit, and had for a short period. I have been suffering from a sort of addiction withdrawel, so I actually did masturbate last night. Unlike I normally do, I used a lubricating hand lotion. This morning I noticed two small, not raised red discolorations on the shaft of my penis. There are also many even smaller spots centralized around them. I didn't take time to measure them, but they may be about 1 mm on the larger ones, and I'm pretty worried. This is the first time I ever used a lubricant, and my nails are pretty haggard. I also have some rough callouses on my right hand from hard work in my yard. I have only masturbated once in the past 4 days, which was last night, as opposed to my usual once or twice daily. I did it way to much, and now that I've cut back problems arize? I looked into a condition called Genital Fordyce, but these are normally yellow, but sometimes red. Mine almost looks like blood has pooled just beneath the skin. It says this condition is common in pubescant males, and about 90% of men have it. Also, young men experiencing puberty will often freak and think they have an STD, which is what I did even though I'm a virgin. There are studies that show this may be genetic, so ask your parents. Women also get it on the female labia. These are usually very small, and look more white to me. They're those little white bumps that have to hair that coat your penis, unless you're pretty lucky. If anyone else has any idea, I'd love to hear them, because I'm wigging out.
