There is no rash or anything similar present around your scrotums or inner thighs, is there? I though of jock itch, which is a form of fungus infection but it is most often characterized by a rash.
The scrotal area is a very good environment for yeast infection because it is moist and warm but contact dermatitis can also cause itchiness. Contact dermatitis is an allergic reaction to a certain substance, it could be washing detergent your mother is using, for example.
