hey im 15 and i have a redrash with like a dullish middle, it itches, and ive got it next to my penis, they both itch, and the one next to my penis has a little red bump coming up, i dont want to go to my parents and ask them(embarressed). its also starting to dry up and like when i scratch it skin is flakeing off. what is it? Please help...ASAP.

Without seeing it, it sounds like a fungal infection, also called jock itch. It is very common. I'm not sure about the bump, what does it look like?
It's basically the same thing as athletes foot. It is a fungus that grows in a moist, warm, environment. You can get over the counter products to treat them. Just ask your pharmacist for an antifungal cream.
Keep your groin dry, and use a different towel down there. You don't want to spread the fungus. Follow the directions as to how long to use the antifungal cream. If you don't use it long enough it can come back. If you don't see any improvement, you'll need to see your doctor and tell your parents.
